Ingredients
cauliflower (cooked then mashed to "mashed potato" texture)*

chili powder (lots!)

Instructions
- Preheat oven to 350°F (180°C).
- Add chopped carrots and cauliflower into a pot of boiling water.
- Cook until soft.
- While waiting for the vegetables to cook, place lean beef on a frying pan.
- Break beef apart with fork to achieve 'scrambled beef'.
- Add the homemade beef broth (this adds a lot of flavor to the beef).
- Chop up the onions, celery, and fresh oregano, and add chili powder and salt and pepper at this point.
- When beef is almost cooked, add all ingredients except the carrots and cauliflower (including spices) to the beef.
- Let them sauté with the beef until beef is fully cooked.
- Add more spices if desired.
- Drain cauliflower and carrots, leaving a little bit of water in the pot to help with the mashing.
- If desired, add butter and salt to the mashed mixture.
- Add the ground beef mixture to the bottom of a casserole dish, then spread the cauliflower/carrot mash on top.
- Bake covered for ½ hour. YUM!
